I just started and it shows my level at 13. Are there any functionality changes or enhancements as you increase in levels, or is this just something to track for the heck of it?

I think it's just their gamification strategy. It doesn't really mean anything except how long you've been a miner for. You get bonus satoshi each time you level up as well.
